Bare Minerals, Clinique, or Physicians Formula make excellent foundations in powder or liquid.
Bare Minerals. Now, I've never used it, but all I've heard is good things about it. I actually went to a makeup store with my friend, and she wanted to try it, so they put it on for her, to find the right shade. After she was done, her skin looked phenomenal. It'd kinda pricey where I live, but I think the results are worth it.

I just ordered both their foundations, Hollywood it's $17 something, and NoHoGlo it's $20 something. The jars are plenty big, and a little goes a long way! They have really cheap samples with free shipping. THat's what I did first.
