Lye is an old trade name for a solution of sodium hydroxide. Usually these solutions are quite concentarted - about 50% caustic.
The alternative is to buy sodium hydroxide as a flake or bead. In industry it is preferred to get the caustic soda as a 50% lye because it saves a lot of on site dissolving.
If the bottle says: 0.2N this is telling you that the concentration is 0.2Normal. This is a technical term used in chemistry to describe the concentration. That is the only difference without further information. One is a water solution, the other the solid form. The solution could be very concentrated (50%) or very dilute (%26lt;1%).
